This rule sounds like a sports betting rule meaning it can not be combined in a parley or teaser. Is this site also a sports book?
If so, it just means that a Roulette bet can not be parlayed with a football bet.
A roulette bet is only good for that one spin and nothing else!

I would like to play online blackjack as I enjoy it, and I would like to play for real money, but are there any proven trusted genuine websites/games that will allow payouts that are not rigged?

There are lots of sites that offer this, not all are good, but most of them pay winnings very fast. Take a look at http://www.gamblingsafe.net/online-casino-reviews.html
for list of the best online casinos where you can play blackjack at. The first three are the best ones and are safe and secure to use. Rushmore is my favorite.

No. This game is generally not geared to profit over a long period of time. I would recommend poker: although Blackjack can be beatable in some casinos, online sites generally don’t offer the rules (or the opportunity to track cards in a dealing shoe) that give a player a real advantage.
