say the dealer had a 10 and a 6 and everybody at the table had bust would continue to hit or just leave it and collect the bets

No, he would not continue to hit.
It depends where you are playing. In California, where I play a lot, the casinos continue to hit after everyone busts until they have 17, usually hard 17. In Vegas, they dont hit after everybody busts.
The only difference between the games in the two states were that, in California, we were using 6-8 decks, and in Vegas we were using 1-2 decks.
If there is no action left on the table, the dealer doesn’t have to hit and the hand is over. I saw someone get thrown out of a Casino in AC for arguing that the dealer should have continued to hit. The pit boss came over and explained that the dealer only has to hit if there is action on the table, the guy kept arguing and was escorted out.
If every one busts out, the dealer will show you what he had, and put the cards in the discard rack, WITHOUT hitting. The hand is over!
